PETALUMA CENTER, Sonoma County — Petaluma’s new General Plan took effect October 15, 2026, after the City Council adopted the long-term policy document on September 14. The plan establishes the framework for land use, transportation, housing, public spaces and environmental priorities over roughly the next quarter-century.
For people living or working in central Petaluma, the document will influence decisions about where housing may be added, how streets and transit corridors are redesigned and what the city expects from new development. A general plan provides policy direction; it is not a blanket approval of particular construction sites or a guarantee that every proposal will receive funding.
The city says the planning process incorporated five years of community participation and the council also certified a program-level environmental impact report. Individual development applications can still require their own reviews and permits, and implementation rules may continue to be revised.
What residents should know
Residents can examine the adopted individual plan elements on the city’s project website and follow upcoming zoning hearings. Questions about a specific parcel should reference the address and the applicable zoning map rather than treating the citywide vision as a building permit.
